Article I

The name of this organization shall be CENTRAL FLORIDA MUSIC TEACHERS ASSOCIATION, INC., a local association affiliated with MUSIC TEACHERS NATIONAL ASSOCIATION, INC. (“MTNA”), Cincinnati, Ohio, a Code Section 501(c)(3) organization, and FLORIDA STATE MUSIC TEACHERS ASSOCIATION (“FSMTA”).

 

Article II – OBJECT

Section 1. To help ensure an effective an ethical approach to the education of youth through music in the State of Florida.

Section 2. Said organization is organized exclusively for charitable, educational, and scientific purposes, including for such purposes, the making of distributions to organizations that quality as exempt organizations under Section 501(c)(3) of the Internal Revenue Code, or corresponding section of any future federal tax code.

Section 3. No part of the net earnings of the organization shall inure to the benefit of, or be distributable to its members, trustees, officers, or other private persons, except that the organization shall be authorized and empowered to pay reasonable compensations for services rendered and to make payments and distribution in furtherance of the purposes set forth in the object clause hereof. No substantial part of the activities of the organization shall be carrying on of propaganda, or otherwise attempting to influence legislation, and the organization shall not participate in, or intervene in (including the publishing or distributions of statements) any

political campaign on behalf of or in opposition to, any candidate for public office. Notwithstanding any other provision of this document, the organization shall not carry on any other activities not permitted to be carried on (a) by an organization exempt from federal income tax under Section 501(c)(3) of the Internal Revenue Code, or corresponding section of any future tax code, or (b) by an organization, contributions to which are deductible under Section 170(c)(2) of the Internal Revenue Code, or corresponding section of any future federal tax code.

We, the music teachers of Central Florida, in order to serve the cause of music and our students more effectively, cultivate close cooperation with our public schools, improve teaching methods by an interchange of ideas, and seek the confidence and support of the general public by practicing the highest professional standards, endorse the following articles.

 

Article III – POLICIES

Section 1. It shall be the duty of those engaged in the teaching of music, be it the vocal or instrumental field, to be guided by the highest standards of professional conduct and personal integrity.

Section 2. The confidence of the public and of the music profession can be won and held only by the practice of the highest ethical principles.

 

Article IV – OBLIGATION

The purpose of the Code of Ethics as set forth in the Florida State Music Teachers Association Handbook in Article CIX is to raise the standard of music teaching. It is therefore the obligation of any teacher having definitive evidence of the violation of such principles of professional ethics, to report said grievance to the Executive Board of the Florida State Music Teachers Association or the Florida Music Educators Association.

 

Article V – MEMBERSHIP

Section 1. Membership shall consist of these classifications:

  1. ACTIVE – Active membership shall be open upon application to any person who is, or who has been, professionally engaged in the teaching of music, has been endorsed by two local members in good standing and has a Baccalaureate degree or the equivalent, with a major emphasis in music. Active membership shall provide privileges of participation in the activities of the Association, eligibility to attend conferences upon payment of the registration fee, a subscription to all issues of The Florida State Music Teacher within the membership year, and the rights to vote, hold office, and apply for certification.

  2. HONORARY – Honorary membership shall be open to anyone who has given distinguished service to the promotion of music, and has been so honored by this Association. Honorary membership shall enjoy all the privileges of Active membership.

  3. PROVISIONAL – Provisional membership shall be open to teachers who have been accepted as Provisional members of FSMTA. Provisional membership shall provide all Active membership privileges with the exception of the right to hold state or national office and to apply for FSMTA certification. In regard to Provisional members, CFMTA will follow all state guidelines as set forth in Article V, Section 2 of the Florida State Music Teachers Association Handbook.

  4. ASSOCIATE – Associate membership shall be open to persons interested in the advancement of music, but not actively engaged in teaching. Associate membership shall provide all the privileges of Active membership, except the right to vote.

Section 2. All applicants for membership must be sponsored by a member in good standing and

approved by the Executive Board.

 

Article VI – DUES

Section 1. Annual dues are payable upon receipt of MTNA billing. MTNA membership runs from July 1 to June 30. All unpaid memberships become delinquent after August 31. Members not having paid dues by July 1 shall be sent a statement by the MTNA office. Those not having paid dues by August 31 forfeit all rights in FSMTA and CFMTA.

Section 2. Delinquent members may be reinstated upon written application, payment of all back dues and approval of the Executive Board.

Section 3. A member in good standing, who has resigned, may be reinstated upon approval of the Association.

Section 4. Dues paid by new members received in the organization after the Annual Student Competition will be considered payment for the subsequent year.

 

Article VII – MEETINGS

Section 1. A quorum shall consist of the active members who are present at a duly called meeting. (Such attendees shall not be less than five active members.)

Section 2. A schedule of meetings for the year shall be arranged by the Executive Board, and shall be published in an annual Handbook Directory, which shall be available to members on or before the first annual meeting of this Association.

 

Article VIII – OFFICERS AND THEIR DUTIES

Section 1. Officers of this Association shall be: President, Vice-President, Recording Secretary, Corresponding Secretary, and Treasurer. The elected officers and all committee chairmen shall constitute the Executive Board, which shall be responsible to conduct all business matters pertaining to CFMTA. If the President so desires, two members at large may be added to the Executive Board and have voting privileges.

Section 2. The President shall preside at all meetings of this Association and of the Executive Board; shall appoint committees and be advisory member of each committee; shall make pro tem appointments to fill vacancies until a meeting of the Association shall be held.

Section 3. The Vice-President shall assume all duties of the President in the absence of that officer and accept responsibilities concerning the publication of the handbook. The Vice- President shall also serve as President-Elect, and shall become President when the latter’s term of office expires.

Section 4. The Recording Secretary shall keep the minutes of all meetings of the Association, a list of its current membership and a record of the proceedings of the Executive Board.

Section 5. The Corresponding Secretary shall attend to all the correspondence pertaining to the activities of the Association, and serve as Membership Chairman.

Section 6. The Treasurer shall receive and disburse all moneys as directed by the Executive Board, and present a financial report upon request. The signature of the President shall be placed on file at the bank with authorization to sign checks in case of emergency.

Section 7. An auditor may be appointed by the Executive Board to examine the Treasurer’s books and make a written report at the annual meeting in May.

 

Article IX – ELECTION OF OFFICERS

Section 1. The President shall appoint a committee of three Active members to nominate candidates to serve for two years. Election of Officers shall be held at the May meeting. The slate of proposed officers must be mailed out two weeks before said election.

Section 2. No officer shall be eligible for the same office for more than two consecutive years, with the exception of the office of Treasurer, who may remain in office indefinitely. Officers may be re-elected after a lapse of two years.

Section 3. Newly elected officers shall assume their respective duties at the close of the May meeting, and the retiring officers shall act in an advisory capacity until the first fall meeting.

Section 4. Candidates receiving the majority of the votes cast at the meeting shall be considered elected.

 

Article X – FISCAL YEAR

The fiscal year of the Central Florida Music Teachers Association, Inc. shall begin on the first

day of July.

 

Article XI – AMENDMENTS

Section 1. A bylaw may be amended by a two-thirds vote of those members present who are eligible to vote, at any regular meeting of the Association, provided the proposed amendment(s) have been submitted to the membership at a previous business meeting of the Association or mailed to all its members at least two weeks in advance.

Section 2. Parliamentary Authority shall be Roberts Rules of Order (latest revised edition), and shall govern the Association in all cases in which they are applicable and in which they are consistent with the bylaws of this Association.

Section 3. All amendments must be consistent with Article II of the Constitution and a copy of same must be reported to the Executive director of MTNA before approval.
